Electrical inspection in a flat: when, for how much and who pays

A flat is not a power plant, but the circuit breaker should know what it is doing. When an inspection in a flat is needed, what it costs and who pays when buying, selling and renting.

Is an inspection in a flat mandatory?

Periodic inspections of the electrical installation of flats and dwellings are not prescribed here (note to clause 6.5.2.1 of ČSN 33 2000-6 ed. 2). The standard does consider them appropriate – especially when the owner or tenants change – and gives a longer interval, for example ten years. An initial inspection, on the other hand, is required after every new or renovated installation.

So the law usually does not call for it, but common sense does.

When an inspection in a flat really pays off

  • Before buying a flat – you learn what is behind the wall before you pay for it
  • Before selling – a ready inspection report saves the buyer questions and you nerves
  • Before renting out or when a tenant changes
  • After a renovation, a replaced distribution board or an increase in power input
  • For an insurer or a bank, if they require it
  • When the circuit breaker trips more often than it should

How much an inspection of a flat costs

Approximately 1,500 to 3,500 CZK depending on the size of the flat (1+kk to 4+kk) and the number of circuits. We give the exact price once the scope is clarified. You will find indicative prices in the price list.

Who pays: owner, tenant, buyer?

  • The landlord is responsible for handing over the flat and keeping it in a condition fit for use, so the landlord usually pays for the inspection (the lease may differ)
  • When selling, the parties agree – an inspection is often a good argument in price negotiations
  • We prefer not to settle legal disputes over the lease – those belong with a lawyer; we supply the technical documents

How an inspection in a flat works

  1. Inspection of the flat's distribution board, circuit breakers, RCDs and the condition of the wiring
  2. Measurement of insulation resistance, loop impedance and protective bonding
  3. Test of residual current devices, check of sockets and switches
  4. Inspection report with a conclusion and a recommendation of what to repair, if anything

Frequently asked questions

Do I need an electrical inspection when buying a flat?

The law does not require it for a flat, but it pays off: it shows the real condition of the installation and any faults, which you can use in price negotiations.

Who pays for the inspection in a rented flat?

Usually the landlord, because they are responsible for the safe condition of the flat. The actual agreement may differ, so follow your lease.

How long is the inspection report of a flat valid?

Until the date of the next inspection stated in the report. For flats it is recommended by the inspection technician; the standard mentions ten years as an example. The report, however, describes the condition on the day of the inspection. When the tenant changes or after work on the installation it is advisable to update the inspection.

What if the inspection finds faults?

The report describes them and proposes a repair. After the faults are removed, the repair can be verified by a new inspection; the new report may then have a better conclusion.
